🔆How a ‘New’ Japan Promises to Transform Asian Geopolitics? 📍Why in News? ✅Japan’s PM’s (Fumio Kishida) address to the US Congress and the developments from his summit meeting with President Joe Biden, announced the arrival of a new, assertive Japan to the world. ✅What is the Change that Japan is Undergoing? After World War II, a defeated Japan adopted a policy of pacifism. Today, Japan is set to become a major military power, transforming its civilian industrial capability into a military industrial complex. From being a US protectorate, it now becomes an American partner and a significant contributor to Asian and Indo-Pacific security. ✅What is the Reason for this Radical Change? A mix of external and internal factors has contributed to its reorientation in the 21st century. On the external front, the rise of China and North Korea; the deepening military bonds between Beijing and Moscow; and the fears that the US could withdraw its security protection to Japan. Internally, this situation strengthened conservatives in Tokyo, who wanted to see Japan becoming a ‘normal power’. ✅What Exactly is Japan Doing to Become a Geopolitical Power? First, Japan has done away with the historical cap (~1% of its GDP) on defence expenditure. Second, Japan is in the process of further strengthening its counter-strike capability in the form of cruise missiles. Third, Japan has eased its self-imposed ban on exports of lethal weapons to friendly countries. 🔆Marburg Virus Disease (MVD): ✅It is a rare but severe hemorrhagic fever which affects both people and non-human primates. ✅ It is caused by the Marburg virus, a genetically unique zoonotic (or, animal-borne) RNA virus of the filovirus family. It is in the same family as the virus that causes the Ebola virus 📍Transmission: ✅Human infection with MVD initially results from prolonged exposure to mines or caves inhabited by Rousettus bats. ✅Once an individual is infected with the virus, Marburg can spread through human-to-human transmission via direct contact (through broken skin or mucous membranes) with the blood, secretions, organs or other bodily fluids of infected people, and with surfaces and materials (e.g., bedding, clothing) contaminated with these fluids.  📍Symptoms: ✅After an incubation period of 2-21 days, symptom onset is sudden and marked by fever, chills, headache, and myalgia. ✅Around the fifth day after the onset of symptoms, a maculopapular rash, most prominent on the trunk (chest, back, stomach), may occur. ✅Nausea, vomiting, chest pain, a sore throat, abdominal pain, and diarrhea may appear. ✅Symptoms become increasingly severe and can include jaundice, inflammation of the pancreas, severe weight loss, delirium, shock, liver failure, massive hemorrhaging, and multi-organ dysfunction. ✅The average MVD case fatality rate is around 50%. Case fatality rates have varied from 24% to 88% in past outbreaks, depending on the virus strain and case management. ✅There is no specific treatment for MVD. Early supportive care with rehydration, and symptomatic treatment improves survival.

🔆Global Report on Food Crises (GRFC) 2024 ✅According to the recently released Global Report on Food Crisis (GRFC), nearly 282 million people faced high levels of acute food insecurity in 59 countries in 2023. ✅It is released annually by the Food Security Information Network(FSIN) and launched by the Global Network Against Food Crises, a multistakeholder initiative that includes United Nations agencies, the European Union, the United States Agency for International Development and non-governmental agencies working to tackle food crises. 📍Highlights of GRFC 2024: ✅It analyzed a population of 1.3 billion in 2023 across 59 countries. Nearly 282 million people faced high levels of acute food insecurity. ✅2023 was the fifth consecutive year of rise in the number of people suffering acute food insecurity, defined as when populations face food deprivation that threatens lives or livelihoods, regardless of the causes or length of time. ✅It identifies conflicts, extreme weather events and economic shocks as the three main drivers behind the exacerbation of food crises in the world. ✅With food crisis escalating alarmingly in conflict hotspots in 2023, notably Palestine (Gaza Strip) and Sudan, conflict / insecurity became the primary driver in 20 countries, directly affecting 135 million people. ✅The Gaza Strip became the area with the most severe food crisis in the last eight years of GRFC reporting. ✅Sudan is facing one of the worst food crises in the world, with almost a third of the population in need of emergency food aid. #gs3 #economy @upsc_4_economy

🔆Golden trevally Fish ✅Researchers of the ICAR-Central Marine Fisheries Research Institute (CMFRI) have succeeded in captive breeding of golden trevally (Gnathanodon speciosus). 📍Golden trevally Fish: ✅It is a high value marine fish also known as golden king fish. ✅It is a reef-associated fish and lives in the company of larger fishes like skates, sharks, groupers etc. ✅It is an ideal candidate species for mariculture due to its faster growth rates, good meat quality and huge market demand for both consumption and ornamental purposes. ✅In India, the fish landing observations show that the golden trevally are landed predominantly at reef area fishing grounds in Tamil Nadu, Puducherry, Kerala, Karnataka and Gujarat. 📍Key facts about Central Marine Fisheries Research Institute: ✅It was established by Government of India in 1947 under the Ministry of Agriculture and Farmers Welfare. It joined the Indian Council of Agricultural Research (ICAR) in 1967. 📍Mandate: ✅To monitor the exploited and assess the under-exploited marine fisheries resources of the Exclusive Economic Zone. ✅To understand the fluctuations in abundance of marine fisheries resources in relation to change in the environment. ✅To develop suitable mariculture technologies for finfish, shellfish and other culturable organisms in open seas to supplement capture fishery production.

🔆World Earth Day ✅World Earth Day is celebrated annually across the world on April 22 every year. ✅It is also known as International Mother Earth Day, is a globally recognised event dedicated to raising awareness and promoting the sustainability of our planet. 📍History ✅The concept of Earth Day can be traced back to the late 1960s, which saw a surge in public debate over environmental issues, with Rachel Carson’s influential book Silent Spring (1962) and the Santa Barbara oil spill (1969) raising awareness about environmental destruction. ✅The first World Earth Day was held on April 22, 1970,in the United States. It was organized by a group of environmental activists led by US Senator Gaylord Nelson, who was concerned about the negative impact of industrialization and pollution on the environment. Since then, it has become a global movement that encourages individuals and communities to take action towards protecting our planet. ✅Theme of 2024: ‘Planet vs. Plastics’. It emphasizes the need for collective action to repair and heal the planet's ecosystems, combat climate change and preserve biodiversity.

🔆Swagat Initiative ✅SWAGAT (State Wide Attention on Grievances by Application of Technology) was started by the Prime Minister in April 2003, when he was the Chief Minister of Gujarat ✅The start of the programme was driven by his belief that the foremost responsibility of a Chief Minister is to solve the problems of the people of his State. ✅With this resolve, along with the early realisation of the potential of technology to promote ease of living, the then CM Modi launched a first of its kind tech-based grievance redressal programme. ✅The main purpose of this programme was to act as a bridge between the citizens and the government using technology by solving their day-to-day grievances in a quick, efficient and time-bound manner. 📍Features ✅The uniqueness of SWAGAT is that it helps common man air his grievances directly to the Chief Minister. ✅It is held on the fourth Thursday of every month wherein the Chief Minister interacts with citizens for grievance redressal. ✅It has been instrumental in bridging the gap between people and government through prompt resolution of grievances. ✅Under the programme, it is ensured that every applicant is informed of the decision. Proceedings of all applications are available online. More than 99% of grievances submitted till date have been resolved.

🔆Article 310 and Article 311 ✅Recently President terminated services of Army Major posted with Strategic Forces Command under the powers conferred upon him under the article 310. ✅ Article 310 : The following members works at the pleasure of the President: ☑️ Members of the defence services, Civil services of the Centre and All-India services or persons holding military posts or civil posts under the Centre. ✅The following members works at the pleasure of the Governors of the respective state: ☑️ Members of the civil services of a state or persons holding civil posts under a state. ✅ Article 311 : It places 2 restrictions on the above ‘doctrine of pleasure’. ☑️ A civil servant cannot be dismissed or removed by an authority subordinate to that by which he was appointed. ☑️ A civil servant cannot be dismissed or removed or reduced in rank except after an inquiry in which he has been informed of the charges against him. ✅ The above 2 safeguards are available only to the members of the civil services of the Centre, the all-India services, the civil services of a state or to persons holding civil posts under the Centre or a state.

🔆Pelindaba Treaty ✅The African Nuclear-Weapon-Free Zone Treaty, also known as the “Pelindaba Treaty”, established the nuclear-weapon-free zone on the African continent. ✅ The treaty prohibits the research, development, manufacture, stockpiling, acquisition, testing, possession, control or stationing of nuclear explosive devices and the dumping of radioactive wastes in the zone. ✅ It also prohibits any attack against nuclear installations in the zone by Treaty parties. ✅ The Treaty requires all parties to apply full-scope IAEA safeguards to all their peaceful nuclear activities. ✅ The Protocol I and II are open for signature by China, France, the Russian Federation, the United Kingdom of Great Britain and Northern Ireland and the United States of America. ✅The Protocol III is open for signature by France and Spain. ☑️ South Sudan is not a signatory to this treaty. ✅ Other Nuclear Free Zone Treaties- Antarctica, Tlatelolco (Latin American and Caribbean), Rarotonga (South Pacific), Bangkok (ASEAN).
