The Russian authorities have emphasized that they are not considering introducing social ratings in the country. Despite the fact that Russia uses industry-specific control measures, such as the system of paying taxes and traffic fines, as well as bank scoring to assess the solvency of borrowers, it is incorrect to talk about total state control. "The peak of the passion for social ratings in the world came in 2019," explains VTsIOM CEO Valery Fedorov. "The pandemic changed the agenda: no one cared about ratings anymore, much more important problems were discovered.
At the same time, an experiment is being conducted in Russia to create a social rating for assessing human resources potential. It has nothing in common with the Chinese system and is based on a voluntary survey of participants. In July of this year, the Russian State Social University (RSSU) announced the development of the online platform "We". It offers to assess a person's achievements at the time of filling out a questionnaire on the site, as well as to receive a personal social forecast. "The diagram, which is formed on the basis of the received data, reflects those areas of a person's activity where he has achieved the greatest success and where there is an opportunity for growth," explains Djomart Aliyev, First Vice-Rector of RSSU. - More than 65 thousand participants have completed the survey on the platform. Graduates of universities and colleges are looking for work, assessing their prospects, and they are also interested in an independent assessment of their internal potential." In the future, the platform can be used both to solve public administration problems at the regional or industry level, and for corporate needs, Aliyev adds.
As for concerns about the digitalization of government services and the collection of biometrics, which will lead to control over citizens, they are unfounded. Submission of biometric data is carried out only on the initiative and with the consent of the user, and the processing of biometrics without the consent of citizens is a direct violation of the law. "In Russia, biometric data is completely under the control of the person. Everyone can freely manage their biometrics on the government services portal. In your personal account, you can check the validity period of the data, revoke consent to their processing from individual organizations, and also delete biometrics," the press service of the Central Bank of the Russian Federation, the operator of the Unified Biometric System, reminds. - In matters of biometrics, the law is entirely on the side of the citizen: coercion to register data is prohibited, as is discrimination against those who have refused to use biometrics."
