The gunman was waiting for 12 hours, and would have been caught in a simple perimeter by an agent walking or driving around the outside of the fence. Which means two things: A) There was no perimeter check, And more importantly B) The gunman somehow knew there would be no perimeter check because he stayed basically camped out in that positon the entire time.
