Otherwise, they are just grabbing the seats and unemployed people are sitting at home. Because UPSC is not always operating the buffer list in efficient manner. Facts - 3 out Top-5 rankers in UPSC-2023 are actually ex-IPS topper from earlier exam. - IFS (foreign service) officers are required to resign before reappearing in the exam, but this will not applicable for IPS/IRS etc.
